1. About this policy

This Privacy Policy explains how the TDS CamApp mobile application ("បណ្ណពិន័យ", "the app") collects, uses, stores and protects information. The app is operated by the Department of Traffic Police and Public Order, Kingdom of Cambodia ("the Department", "we", "us").

2. Who the app is for

The app is only for authorised traffic police officers who have received an account from their unit. It is not available for public sign-up and is not intended for children.

3. Information we collect

• Officer account: username, full name, officer ID, unit and profile photo.
• Fine ticket information, entered by officers about drivers and vehicles: driver name, gender, date of birth, province, phone number, national ID card number, driving licence number, passport number, vehicle type, plate type and plate number, offenses, fine amount, due date and payment status.
• Photos: the officer's profile photo, optional evidence photos attached to a fine ticket, and evidence photos attached when a payment deadline is extended. Photos are uploaded to the Department's server.
• Payment information: fine amount, payment method (KHQR / Bakong or Canadia Bank), transaction reference and payment status. The app never receives or stores bank account numbers, card numbers, PINs or banking passwords.
• Device information: a random device identifier created by the app, the chosen language and receipt-printer settings. The identifier is not linked to any advertising ID.
• Technical records: the Department's server may record the time of requests, the account used and the device identifier for security and audit purposes, including a record of which officer created or changed a fine.

4. Information we do not collect

The app does not collect your location, contacts, messages, call logs or browsing history. It contains no advertising and no third-party analytics or tracking tools. On Android 11 and older, the system requires a location permission to scan for Bluetooth printers; the app uses it only for that scan and does not read or store your location.

5. Phone permissions

• Camera and photos: to take or choose your profile photo and evidence photos for fine tickets and deadline extensions.
• Fingerprint or Face ID: to log in quickly. The check is done by your phone; the app never receives or stores fingerprint or face data.
• Bluetooth: only to find and connect the receipt printer.
• Internet: to communicate with the Department's server.

6. How we use information

Information is used for official work only: verifying officers, recording, showing and searching fine tickets, assigning officers to checkpoints, receiving fine payments, printing and sharing receipts, recording deadline extensions, preparing reports, and keeping an audit trail to prevent misuse.

7. Sharing of information

We do not sell information or share it for advertising or commercial purposes. Information may be shared only:

• with payment providers (Canadia Bank and the National Bank of Cambodia's Bakong / KHQR system), limited to the fine reference and amount needed to process a payment;
• with hosting and storage providers that run the Department's servers on our behalf, under our instructions;
• with other authorised government bodies when required by Cambodian law;
• when an officer chooses to print a receipt or share it (for example, as a PDF to the driver through Telegram or Messenger).

8. Storage and security

• Fine ticket data and photos are stored on the Department's server, not on the phone.
• All communication between the app and the server is encrypted with HTTPS.
• Passwords are never stored on the phone. Session tokens are kept in the phone's secure storage (iOS Keychain / Android Keystore) and are deleted when the officer logs out.
• Access to data depends on the officer's role, and actions are logged.

9. How long we keep information

Fine tickets, payment records, and photos are kept for up to 10 years for financial, legal, and auditing compliance under applicable traffic and administrative regulations. Officer accounts are kept while the officer holds a related duty and are closed afterwards.

10. Your rights

Drivers who want to know what information is held about a fine, or to ask for a correction, can contact the Department using the details below. Officers can update their profile photo and password in the app, and can ask their unit to correct or close their account.

11. Account deletion

Accounts are created and closed by the Department, not in the app. To ask for an account to be closed and its personal data deleted, an officer can contact their unit or the address below. Records that the law requires us to keep (such as fine and payment records) may be kept for the required period.

12. Children

The app is for adult police officers only and is not directed at children under 18.

13. Changes to this policy

We may update this policy when the app changes. The latest version is always available at this address, with the date of the last update shown at the top.

១. អំពីគោលការណ៍នេះ

គោលការណ៍ឯកជនភាពនេះពន្យល់អំពីរបៀបដែលកម្មវិធីទូរស័ព្ទ TDS CamApp ("បណ្ណពិន័យ") ប្រមូល ប្រើប្រាស់ រក្សាទុក និងការពារព័ត៌មាន។ កម្មវិធីនេះគ្រប់គ្រងដោយនាយកដ្ឋាននគរបាលចរាចរណ៍ និងសណ្តាប់ធ្នាប់សាធារណៈ ព្រះរាជាណាចក្រកម្ពុជា ("នាយកដ្ឋាន")។

២. អ្នកដែលអាចប្រើប្រាស់

កម្មវិធីនេះសម្រាប់តែមន្ត្រីនគរបាលចរាចរណ៍ដែលមានសិទ្ធិ និងទទួលបានគណនីពីអង្គភាពប៉ុណ្ណោះ។ មិនមានការចុះឈ្មោះជាសាធារណៈ និងមិនមែនសម្រាប់កុមារឡើយ។

៣. ព័ត៌មានដែលយើងប្រមូល

• គណនីមន្ត្រី៖ ឈ្មោះអ្នកប្រើប្រាស់ ឈ្មោះពេញ អត្តលេខ អង្គភាព និងរូបថតប្រវត្តិរូប។
• ព័ត៌មានបណ្ណពិន័យ ដែលមន្ត្រីបញ្ចូលអំពីអ្នកបើកបរ និងយានយន្ត៖ ឈ្មោះអ្នកបើកបរ ភេទ ថ្ងៃខែឆ្នាំកំណើត ខេត្ត លេខទូរស័ព្ទ លេខអត្តសញ្ញាណបណ្ណ លេខបណ្ណបើកបរ លេខលិខិតឆ្លងដែន ប្រភេទយានយន្ត ប្រភេទ និងលេខផ្លាកលេខ បទល្មើស ទឹកប្រាក់ពិន័យ ថ្ងៃផុតកំណត់ និងស្ថានភាពបង់ប្រាក់។
• រូបថត៖ រូបថតប្រវត្តិរូបមន្ត្រី រូបថតភស្តុតាងភ្ជាប់ជាមួយបណ្ណពិន័យ (ស្រេចចិត្ត) និងរូបថតភស្តុតាងពេលពន្យាពេលបង់ប្រាក់។ រូបថតត្រូវបានផ្ទុកទៅម៉ាស៊ីនមេរបស់នាយកដ្ឋាន។
• ព័ត៌មានការបង់ប្រាក់៖ ទឹកប្រាក់ពិន័យ វិធីបង់ប្រាក់ (KHQR / បាគង ឬធនាគារ កាណាឌីយ៉ា) លេខយោងប្រតិបត្តិការ និងស្ថានភាពបង់ប្រាក់។ កម្មវិធីមិនទទួល និងមិនរក្សាទុកលេខគណនីធនាគារ លេខកាត លេខ PIN ឬពាក្យសម្ងាត់ធនាគារឡើយ។
• ព័ត៌មានឧបករណ៍៖ លេខសម្គាល់ឧបករណ៍ចៃដន្យដែលកម្មវិធីបង្កើតឡើង ភាសាដែលបានជ្រើសរើស និងការកំណត់ម៉ាស៊ីនបោះពុម្ព។
• កំណត់ត្រាបច្ចេកទេស៖ ម៉ាស៊ីនមេអាចកត់ត្រាពេលវេលា គណនី និងលេខសម្គាល់ឧបករណ៍ សម្រាប់សុវត្ថិភាព និងសវនកម្ម រួមទាំងកំណត់ត្រាថាមន្ត្រីណាបានបង្កើត ឬកែប្រែបណ្ណពិន័យ។

៤. ព័ត៌មានដែលយើងមិនប្រមូល

កម្មវិធីមិនប្រមូលទីតាំង ទំនាក់ទំនង សារ ប្រវត្តិហៅទូរស័ព្ទ ឬប្រវត្តិរុករកអ៊ីនធឺណិតឡើយ។ កម្មវិធីគ្មានការផ្សាយពាណិជ្ជកម្ម និងគ្មានឧបករណ៍វិភាគ ឬតាមដានរបស់ភាគីទីបីឡើយ។ នៅលើ Android 11 ឬចាស់ជាងនេះ ប្រព័ន្ធតម្រូវឱ្យមានការអនុញ្ញាតទីតាំង ដើម្បីស្វែងរកម៉ាស៊ីនបោះពុម្ពប៊្លូធូស។ កម្មវិធីប្រើវាសម្រាប់តែការស្វែងរកនោះ ហើយមិនអាន ឬរក្សាទុកទីតាំងរបស់អ្នកឡើយ។

៥. ការអនុញ្ញាតលើទូរស័ព្ទ

• កាមេរ៉ា និងរូបថត៖ សម្រាប់ថត ឬជ្រើសរើសរូបថតប្រវត្តិរូប និងរូបថតភស្តុតាងសម្រាប់បណ្ណពិន័យ និងការពន្យាពេលបង់ប្រាក់។
• ស្នាមម្រាមដៃ ឬ Face ID៖ សម្រាប់ចូលប្រើយ៉ាងរហ័ស។ ការផ្ទៀងផ្ទាត់ធ្វើឡើងដោយទូរស័ព្ទរបស់អ្នក។ កម្មវិធីមិនទទួល និងមិនរក្សាទុកទិន្នន័យស្នាមម្រាមដៃ ឬផ្ទៃមុខឡើយ។
• ប៊្លូធូស៖ សម្រាប់ស្វែងរក និងភ្ជាប់ម៉ាស៊ីនបោះពុម្ពបង្កាន់ដៃប៉ុណ្ណោះ។
• អ៊ីនធឺណិត៖ សម្រាប់ទាក់ទងជាមួយម៉ាស៊ីនមេរបស់នាយកដ្ឋាន។

៦. គោលបំណងនៃការប្រើប្រាស់

ព័ត៌មានត្រូវបានប្រើប្រាស់សម្រាប់តែការងារផ្លូវការប៉ុណ្ណោះ៖ ផ្ទៀងផ្ទាត់មន្ត្រី កត់ត្រា បង្ហាញ និងស្វែងរកបណ្ណពិន័យ កំណត់មន្ត្រីចុះគោលដៅ ទទួលការបង់ប្រាក់ពិន័យ បោះពុម្ព និងចែករំលែកបង្កាន់ដៃ កត់ត្រាការពន្យាពេលបង់ប្រាក់ រៀបចំរបាយការណ៍ និងរក្សាកំណត់ត្រាសវនកម្មដើម្បីការពារការប្រើប្រាស់ខុស។

៧. ការចែករំលែកព័ត៌មាន

យើងមិនលក់ និងមិនចែករំលែកព័ត៌មានសម្រាប់ការផ្សាយពាណិជ្ជកម្ម ឬគោលបំណងពាណិជ្ជកម្មឡើយ។ ព័ត៌មានអាចត្រូវបានចែករំលែកតែ៖

• ជាមួយអ្នកផ្តល់សេវាបង់ប្រាក់ (ធនាគារ កាណាឌីយ៉ា និងប្រព័ន្ធបាគង / KHQR របស់ធនាគារជាតិនៃកម្ពុជា) ដោយកំណត់ត្រឹមលេខយោង និងទឹកប្រាក់ពិន័យដែលចាំបាច់សម្រាប់ការទូទាត់។
• ជាមួយអ្នកផ្តល់សេវាផ្ទុកទិន្នន័យ ដែលដំណើរការម៉ាស៊ីនមេជំនួសនាយកដ្ឋាន តាមការណែនាំរបស់យើង។
• ជាមួយស្ថាប័នរដ្ឋដែលមានសមត្ថកិច្ច នៅពេលច្បាប់កម្ពុជាតម្រូវ។
• នៅពេលមន្ត្រីជ្រើសរើសបោះពុម្ព ឬចែករំលែកបង្កាន់ដៃ (ឧទាហរណ៍ ជា PDF ទៅអ្នកបើកបរតាម Telegram ឬ Messenger)។

៨. ការរក្សាទុក និងសុវត្ថិភាព

• ទិន្នន័យបណ្ណពិន័យ និងរូបថតត្រូវបានរក្សាទុកនៅម៉ាស៊ីនមេរបស់នាយកដ្ឋាន មិនមែននៅក្នុងទូរស័ព្ទទេ។
• ការទំនាក់ទំនងទាំងអស់រវាងកម្មវិធី និងម៉ាស៊ីនមេ ត្រូវបានអ៊ិនគ្រីបដោយ HTTPS។
• ពាក្យសម្ងាត់មិនត្រូវបានរក្សាទុកក្នុងទូរស័ព្ទឡើយ។ កូដសម្គាល់សម័យប្រើប្រាស់ត្រូវបានរក្សាទុកក្នុង Keychain / Keystore ហើយត្រូវលុបចេញពេលចាកចេញ។
• សិទ្ធិចូលប្រើទិន្នន័យអាស្រ័យលើតួនាទីរបស់មន្ត្រី ហើយរាល់សកម្មភាពត្រូវបានកត់ត្រា។

៩. រយៈពេលរក្សាទុក

បណ្ណពិន័យ កំណត់ត្រាបង់ប្រាក់ និងរូបថត ត្រូវបានរក្សាទុករយៈពេល [រយៈពេល ស្របតាមច្បាប់ស្តីពីចរាចរណ៍ផ្លូវគោក និងបទបញ្ជារបស់នាយកដ្ឋាន]។ គណនីមន្ត្រីត្រូវបានរក្សាទុក ខណៈមន្ត្រីនៅមានភារកិច្ចពាក់ព័ន្ធ ហើយត្រូវបិទបន្ទាប់ពីនោះ។

១០. សិទ្ធិរបស់អ្នក

អ្នកបើកបរដែលចង់ដឹងអំពីព័ត៌មានទាក់ទងនឹងបណ្ណពិន័យ ឬស្នើសុំកែតម្រូវ អាចទាក់ទងនាយកដ្ឋានតាមព័ត៌មានខាងក្រោម។ មន្ត្រីអាចប្តូររូបថតប្រវត្តិរូប និងពាក្យសម្ងាត់ក្នុងកម្មវិធី ហើយអាចស្នើអង្គភាពឱ្យកែតម្រូវ ឬបិទគណនី។

១១. ការលុបគណនី

គណនីត្រូវបានបង្កើត និងបិទដោយនាយកដ្ឋាន មិនមែនក្នុងកម្មវិធីទេ។ ដើម្បីស្នើបិទគណនី និងលុបទិន្នន័យផ្ទាល់ខ្លួន មន្ត្រីអាចទាក់ទងអង្គភាព ឬអាសយដ្ឋានខាងក្រោម។ កំណត់ត្រាដែលច្បាប់តម្រូវឱ្យរក្សាទុក (ដូចជាបណ្ណពិន័យ និងការបង់ប្រាក់) អាចត្រូវរក្សាទុកតាមរយៈពេលដែលបានកំណត់។

១២. កុមារ

កម្មវិធីនេះសម្រាប់តែមន្ត្រីនគរបាលពេញវ័យប៉ុណ្ណោះ និងមិនសម្រាប់កុមារអាយុក្រោម ១៨ ឆ្នាំឡើយ។

១៣. ការកែប្រែគោលការណ៍

យើងអាចកែប្រែគោលការណ៍នេះ នៅពេលកម្មវិធីមានការផ្លាស់ប្តូរ។ កំណែចុងក្រោយមាននៅអាសយដ្ឋាននេះជានិច្ច ជាមួយកាលបរិច្ឆេទកែប្រែចុងក្រោយនៅខាងលើ។
